Junk email filter problems with Outlook 2003

I have my filter set to only allow email from safe senders
yet I am still getting an increasing amount of spam coming
thru from other sources. In most cases the spam isnt even
addressed directly to my email address. My ISP does little
or nothing to filter at their end and the result is about
50 pices of spam per day. Most goes direclty into the Junk
folder, but some is still showing up in the inbox.Does
anyone know why this is happening or what I can do to
tighten this up? It seemed pretty straight forward that if
the address isnt on the safe list, it shouldnt be allowed
through, but it doesnt seem to work consistantly.
