Junk email options don't work properly in Outlook 2003

I have several domains listed on the "Blocked Senders" tab
of the Junk email options. For example:

@funblvd.com
@webhotstuff.com
@yahoo.ca
@yahoo.com
@yahoo.co.uk
@yahoo.fr

etc...

I still get emails slipping in from spam senders such as
(e-mail address removed). THIS SHOULD NOT HAPPEN!

Also, why can't Microsoft allow me to block based on text
matches of domains, and not the complete domain? I wouldn't
need to enter 4 yahoo based filters if they implemented
this! It's hard to believe with all the financial resources
behind MS, they can't think through this stuff better. I
like Outlook, but Microsoft, please look at alternative
email clients and see how they do it better. Pocomail would
be a good place to start.
