I have Junk-Email turned off and yet it is still filtering almost all my mail into
the Junk-Emailbox. There is no rule set up to do this. I am using
Entourage 2004 and SpamSieve.

When you say you "have Junk E-mail turned off", that just means you're not
using Entourage 2004's excellent filter to discriminate what it thinks is
junk and what isn't. Instead you're using SpamSieve. If SpamSieve assigns
Junk status or category to certain messages and then you leave them in the
Inbox, they will still end up being scooted off to the Junk folder unless
your rule sends them somewhere else. If you don't like how SpamSieve is
operating - perhaps you have not set it up correctly - you should write to
the SpamSieve author who I believe is very helpful and perhaps can explain
what's going wrong for you. I'd also suggest checking for any rules that
might run before SpamSieve - and things get trickier if you've got an IMAP
account.
