Keeping list of instructions on top

Microsoft provides many helpful suggestions in the newsletters and websites.

I was trying to following a list of instructions to configure a feature in
an Office product . I had to go back & forth between viewing the Office
product and the list of instructions. Could there be someway to have a
window which stays on top allowing the user to see the instructions while
they are being used? Then after the user is finished, they could close this
window.

Help has an AutoTile feature that will automatically make the help window
and documennt automatically resize. When the help window is closed, the
document automatically goes back to its original size. Some don't like
this... some do. To see it in action, click the icon in the upper left
corner of the "Microsoft Office Word Help" window (i.e., not the task pane).
