Keyboard characters incorrect in Outlook only

In Outlook (2002 SP3), pressing the following keys creates incorrect data:
Single quote (') (ASCII 039) displays as è (ASCII 138)
Question Mark (?) (ASCII 063) displays as É (ASCII 144)

This happens for e-mail, contact, tasks, notes, anything in Outlook.

In all other Office applications and Windows, the keys work correctly.

I can't see anywhere in the Outlook menus to look at the character table.
