layers in different vertical position in IE and NS

lI'm using a layer because I have a common graphic header with a blank spot
in the middle, so I just put the page title in a layer to avoid complex
tables. The vertical centering is okay in IE, but then it drops to the bottom
of the graphic in all versions of NS and I think, Mozilla. I thought they
had resoved the simple vertical positioning conflict by now. It's a real
pain. Is there a simple way around it, such as a javascript or PHP that will
give one position for IE and one about a half inch higher for NS? I'm a bit
rusty with scripts but know enough to hack one that works ;')

This code is the problem -

You must not put any absolutely positioned page elements into table cells.
Ever. Don't do it.

Absolutely positioned elements do not need a table's help to be where you
want them. Move this layer's code so that it's right above </body> and see
if that helps.

NS 7 is still showing my main title "Disability Consulting" almost half an
inch lower. It it doing the same with a "Contact Webmaster" graphic on the
lower left. What bothers me is the title layer and the graphic box are both
FP generated, which means I must tweak them every time. I was thinking I
could try relative positioning but I can't control how FP generates layers
and graphic elements. Is there any way to make FP use relative instead of
absolute positioning so I don't have to do manual tweaks?
