LDAP Signing/Security

I'm wondering if there is a way to force ALL requests to an ldap server
to be done in plain text. More specifically if there is a server side
setting that will force the ldap server to control this. I have tried a
a few registry settings such as:
HKEY_LOCAL_MACHINE\Software\Microsoft\Exchange\DebugLdap
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\ldap\LdapClientIntegrity

Any information on this would be great!
