Learning Excel 2007, option dialog box

Where is the FI key when opening the 2007 Excel options dialog box? If I hold
down the Alt key and the F1 I get a past excell sheet and not the options
dialog box.

Office Button then there is an [Excel Options] button in the lower right area
of the window that opens. Most, but not all, of the things in the older
Tools --> Options dialog are there.
