Letter of Eviction

Can someone please assist in a letter of Eviction. It is for a relative but
she doesn't pay rent. The police stated that the person could not be put out
without a notice. But again she doesn't pay rent nor has she ever paid rent.
Please assist in how this should done for a none paying person.
