Licensing in a multiuser network

I work for a small company that has about 6 project managers. We would like
to use MS Project to develop and track our projects. We currently have a
single copy of MS project 2003. I would like to have all 6 capable of
creating and editing project files from their own workstations (not
simultaneously). Is it possible to set Project up on multiple workstations
and have one or two license keys located on the file server. So for exampe
we would purchase a two user license where only two users could access the
license key(s) and use the software at any one time. I can justify
purchasing two full licenses but not 6 individual ones. Not enough money in
the budget.

Thanks

For this sort of question you should contact Microsoft directly. Most (all?)
of the people posting in this newsgroup are not Microsoft employees so you
should call them direct and see what licensing terms are available for your
situation.
