Line Graph Remove Time Period

This is tough to explain. I want to display a simple line graph showing
variation of quantity over a 15 year period. Years 1990 - 1 are
significant. Years 1992 - 2003 are not significant because the quantity
remained static. Years 2004 - 2005 are very significant because of
fluctuations. For the sake of clarity, simplicity and visibility, I want to
eliminate the period 1992 - 2003 by using 2 vertical jagged lines
intersecting the horizontal axis at 1992 and 2003 to show the removal of
this time period. I've seen this done many times in graphs, but I'm stumped
how to make it look presentable.

Any suggestions are very much appreciated.
