Line spacing for different levels of a bulleted list

I am working with normal bulleted lists. For purposes of clarity, I'd like
to have a certain amount of space left between only the highest levels, while
leaving spacing of sublevels normal. Using enter disables the automated
bulletting and breaks my flow. Associating certain styles with a level also
stops automated bulletting. Anyone know of a way to deal with this? It's no
big deal but it would be handy.

Effect I'm trying to achieve
- High Level
- next level
- next level
(small line space here)
- High level
- next level
- next level
