I wish to issue a template for a generic continuation sheet containing a
logo. I am hoping not to have to issue a .jpg or equivalent to stop users
taking it and modifying the proportions and using it for non-approved
documents. Sounds a little big brother, but we want to maintain a quality
control. Any way to do this? I have nothing to group it with except white
space.

Any logo used in a Word (or any other) document can be extracted and used
for a non-approved purpose. That's the nature of technology. If you can see
it you can copy it. However for your purposes, a logo in the template page
header will do the job. You can set a different first page header if you
don't want the logo to appear there.
