Looking for a Capacity Planning Template

I've run into several hurdles in trying to design a capacity planning model,
and I was wondering if anyone knew of a good template.

Something that might be able handle Projects, Roles, Resources, Resources
tagged for projects. I realize that's not very clear, but it's the best I
can do.
