Lookup of across forms

I am trying to create a prepopulated dropdown based on a look up. I can do
it in the dropdownlist form but I am trying to do it in a second form. I'll
outline the process below.

In my Drop-Down List I collect the types of works streams.

Worksteam > stream 1

stream 2
stream 3

In the second form I want to collect domain experts against those streams.

Stream 1 > domain expert 1

domain expert 2
domain expert 3

So when I open the form I will populate the Stream from the first form and
record experts against each of the different streams. Any ideas
