Lost code signing capability

Hi all,

I am signing VBA code using digital certificate. It used to work very well
until a couple of days I re-installed the computer. I tried to import the
private key again, but when I signing it the VBA signing wizard reported
error. Is the digital certificate tied to the operating system? How can I
regain the code signing capability.
