Lost Flag OL2003

I'm using OL2003 with Exchange 2003, all patches applied. On most of my
messages, I have the options do Actions|Follow Up and there are colored
flags.

I have some public folders that contain Post Items, and when I do a new
Post, the Actions|Follow Up menu does not contain the flags, only [Flag
Complete, Add Reminder, Clear Flag].

If I save the post, and re-open it, the flags are there! But I really need
to flag the messages as I am writing them because the folder is grouped by
flag color and conversation.


How do I get the colored flags back on the Actions|Follow Up menu on new
Post Items?
