mail gets stuck in outbox

I am running VISTA and outlook 2007. Mail goes to outbox and is stuck there.
Although receipients do sometime get it, the mail does not go to my sent
folder and stays in the out box. If I open the out box and try to resend,
same thing happens and now people get 2 copies but it is still in the outbox.
