mail not goint to sent items and staying in outbox

I am having a problem sometimes with mail staying in the
outbox for a length of time. It eventually goes but some
recipients are saying that they ahve recieved it several
times. Does anyone know why htis is happening

Many ISP are slow due to the recent virus activities.

My out going mail was very slow to "depart" yesterday!
