Entourage mail has suddenly started requiring that new mail be
received before allowing an email to be sent. How is this turned off?

Your ISP has likely implemented this on the server as a hack for SMTP
authentication. You should contact your ISP and as that instead, they turn
on SMTP authentication on the SMTP server and not force a POP connection
before sending.

It's probably your ISP that's made the change. Many have recently activated
this to stop spammers.
