Mail Stays in OUTBOX in OL2002

DELL 933 MHz x 2 yrs w WIN ME. OfficeXP, Always use OUTLOOK 2002 + SP-2 w/o problems
For several days each email I click to SEND stays in OUTBOX and is not Sent
INcoming email doing OK. I have not changed settings for months
Reviewed several KBase w/o benefit.
