Major Outlook problem: always quit to proceed at beginning

I have installed outlook 2002 at first and now it's outlook 2003
(Running in windows XP). Both versions have the same problem: I cannot
get them to work (even tried outlook 2000). Here is what happens when
I try to launch the program. The initial Outlook icon image will come
up shortly while the outlook window at back. Very quickly an error
window pops up, saying "Microsoft Outlook has encountered a problem
and needs to close. We are sorry for the inconvenience.". At the same
time, prompts me to restart. If let it restart, the same problem will
come up over and over and over. Uncheck the restart button and
relaunch manually, it will ask for safe mode and then "fix and
repair". I say yes, let it fix, relaunch, still the same problem. This
is what shows up in the error signature windows, hopefully you can
find some clue from it:

Here is what I have tried so far. According to MS KB, it may be cured
by IE browser update. I tried to update my IE browser. Would not let
me do it, saying my current update is newer than the one I tried to
install. Manually remove IE by regedit, repeat the same process, still
cannot update. Now I have given up on this. Figured the Novell client
or Viruscan may have conflict with it. Uninstalled Novell and disabled
ViruScan. No improvement. Since the problem seems with msvcrt.dll, I
have also tried to change this file. The same problem afterwards.

I have searched internet and user groups million times, but so far
still cannot get it to work. Cannot make outlook to get email and make
schedules. My PDA cannot synch with my computer by outlook, a real
pain.
