Making Phone calls using Outlook 2000

I want to set up my Outlook so that it will dial the phone for me. Can
someone tell me how I can do this.

When I try it, I get a message saying that there is no microsoft telephony
services installed.

What type of program do I need to get this to work? I am running Windows 98
and using Microsoft Office 2000. Any help is greatly appreciated.

I don't know whether Outlook might be compatible in this sense with e.g.
Cisco IP phones, but anyway, probably most people use a modem. Do you have
one? If so, have you installed it?
