Manage Budgets across Projects

How would I establish a budget, say 500 hours, that applies across 3 projects
in total. Meaning, I'd like to have a graphical indicator in PWA that turns
red once the sum of the 3 projects reaches 500 hours. For example, project
#1 has 100 hours actual work, project #2 has 150, and project #3 has 250.

Is this possible?

You can create a master plan by inserting your current project into a master
plan file - than in the master plan you can get an over view and see all your
budget and its allocation
