Managing email more effectively

Hi all,
I'm trying to write an article for my department on how to better
manage large amounts of email in Outlook. I'm looking for books and
websites that have some good ideas on how to:
1. Set up well-named folders and use them effectively
2 Use flags and other tools and techniques to ensure users respond to
email when necessary
3. Strategies for using and configuring rules to automatically
distribute mail to folders.

I would greatly appreciate any advise you might want to share, or
resources you have used and recommend.
