Mark project plan as readonly

I'd like to thank John and Rod Gill for the kind answer in my previous
post below.

However, I guess I didn't make myself clear. We're keeping the project
plan in project center, namely, the database. The users can save any
offline copy if they want, but are not allowed to change the master
copy in database.

Should you guys have any hint in doing this, appreciate if you can post
here.
