Meaning of VB halt error 400 when launching Solver

Using MS Office Excel 2007, with Solver Add-in installed. After clicking the
Solver button, a message box appears; title is "Microsoft Visual Basic", text
message is "400", severity button is red circled "X", selection buttons are
"OK" and "Help".

What is the cause?
