Meeting Organizer Changes to whomever looks at meeting

Hello, I've posted this question before, and cannot locate a response. Sorry
for trying again... please help if you can.

User 1 posts a meeting request in a public calendar we have on our Exchange
2000 system. User 2 views the meeting, and notices that they are now the
Meeting Organizer. User 3 views the meeting, and they are listed as the
meeting organizer.

Why does Exchange Public Calendar change the organizer to whomever is
looking at the meeting?
