Message address from Contacts doesn't contain all Contacts

When I am writing a new message and click on the "To..." bar the address list
for "Contacts" appears. However, when I type in the name of certain people in
Contacts, they don't appear. Yet when I go directly to the Contacts section
via Navigation Bar, the names are all in there. So, the "Contacts" address
book that the "To..." button is accessing is obviously incomplete. I cannot
find a way to make the complete and correct Contacts list appear.

Your post is not clear.
Where are you typing?
What Outlook version?
Typing a name in the To: field invokes autocompletion, which has nothing to
do with your Contacts. It uses a different cache entirely.
