Microsoft Office floating toolbar at top of page

I recently purchased a copy of MSOffice 2003 Small
Business Edition. I haven't found a way to establish the
familiar floating toolbar at the top of the screen that
always stays on top. This toolbar would have buttons for
starting up selected programs. How do I do this on
Office 2003.

Office 2003 no longer has the Office Shortcut Bar. You can install one from
a prior version of Office - XP version seems to be more stable.
