Microsoft Outlook - rules question

Anyone,

I need to flag emails from a specific email address that are sent to
anyone in our organization. This is not a SPAM issue. I thought that
this could most easily be accomplished by creating a rule for the
person that is to receive the notification. This person has access to
everyone's inboxes, and keeps them in his folderlist at times. How can
I automatically invoke this rule for all of the inboxes that this
person has access to?? Is this the best way to accomplish this or
should I look at another method directly from our Exchange server?
Also, we do not want the original recipients to be aware of these
notifications. The email is to be delivered as usual, but we just want
the notifications to be implemented.

Thanks, Brian. So there is no way to flag certain emails that may be
coming to other inboxes (open within the person's Outlook that is to
get the notifications) and have a notification sent just to this person
and not the owners of the other inboxes, right? Sorry. This is hard
to explain.
