Microsoft Visual Keyboard Won't Execute in My XP 2000

I'm learning Slovak, so I've configured my keyboard to work in both English and Slovak; no problems there. But when I tried executing the Visual Keyboard download add-in I receive the following message:

Setup Error -- Setup has detected that you do not have an Office 2000 family product installed on this
machine. Before this download can be installed you must first install an Office 2000 family product. . .

But this doesn't make sense, because this add-in is supposed to work with XP 2000 as well. What's going on here? Please advise.
