what is the best way to migrate outlook 2000 users to 2003? i think exmerge
is the soultion...any other ideas?

we are running exch 2003 enterprise server

ExMerge is a solution for moving Exchange mailboxes between servers. It has
nothing to do with changing Outlook versions.
