misdirected incoming email

All incoming mail goes directly to the junk folder. I've turned off all the filers and shut down Spamsieve. can't think of anything else to do. Any suggestions?

Check your Junk E-Mail Protection, Rules, and Mailing List Manager. All in
the Tools menu.

Also be sure to add your correspondents to your Address Book.
