Missing Rules Wizard

I'm missing the Rules Wizard on the fully expanded Tools menu. (The Organize
icon is on the Tools menu, but not the Rules Wizard.) Anybody have a fix to
this problem?

FYI - I just started using this computer, but my company has owned it for a
couple years. It's been used for misc. access in the past by other employees,
so I'm not sure of the install history/order or any config changes made to it
in the past.

This system is using:
Windows 2000 Workstation SP4,
Outlook 2002 (10.2627.2625).
