Missing Tracking Tab in sent email messages

I have set the option to "request a read receipt" on
selected emails, however, the tracking tab does not appear
on my copy of the messages in the sent folder (using
Outlook 2002 w/ SP-2). I do receive the read receipts
when recipients have opened the email(s).

I did not see where there is a setting in Tools/Options to
turn on the Tracking Tab. Is this a bug?
