More than 5 emails in 2 seconds

I recently upgraded my cable internet to the 5 meg version. It is now
capable of pushing a lot of data back and forth in a hurry.

Outlook baulked at sending out seven small emails that were sitting in the
outbox, with a popup error saying that it violated an Outlook rule (which I
know I didn't write). Can someone point me to the area where this is
controlled, or explain?

What version of Outlook?
What's the exact error message?

I have written no rules.
My versions is Outlook 2002 (10.6516.6626) SP3 Security mode - default
Sorry, error message popped up and I hit "allow" before realizing what I'd
done.
The message format resembled Zonealarm popups (I run 5.0.590.015 ) but was
titled "Outlook" (which is set for Trusted 'Internet' access, but 'Server'
is not trusted, and is blocked).

That is not an Outlook error. Check your firewall software to see what it
has set for Outlook access to the Internet and set it to allow server.

ZoneAlarm has an option to disallow X (number of messages) in Y (amount of
time), not Outlook.
