Move custom template to Exchange for all to use

is it possible to move a custom contact template to exchange 2000 server for
all to use the same contact template? thanks

Publish it to the Organizational Forms library. See http://www.outlookcode.com/d/newdefaultform.htm if you want to make it the default form.
