Moved, deleted or you don't have permissions

Why can't the Address list be displayed?

I have a file called Outlook.pst under C:\Documents & Settings\<user>
\Application Data\Microsoft\Outlook. I believ this is the adress book. How
do I import it?

You don't. You just open it. From within Outlook File | open | Outlook
Data File.
