moving folders from Exchange Server to Entourage local

I have an internal client with the following problem:

I have numerous Outlook personal folders (.pst files) on my PC and I
would like to move them to the Mac. I understand this cannot yet be done
by simply moving the .pst files, so I thought I would use the Exchange
server to move them. However, I am having a strange problem where a few
messages are missing after the move.

Here is what I am doing:
1) In Outlook on PC, create a subfolder in "Outlook Today" and copy one
of my Personal Folders to that folder
2) In Exchange on Mac, copy the subfolder into "Folders on My Computer"

Step 2 is failing. In Entourage I can see that the subfolder on the
exchange server has 511 messages.
This is the correct count. After step 2, the subfolder on my computer
has less than 511 messages. On one attempt the count was 493. I deleted
the incomplete folder and tried again. The second time there were 510
messages.

Does anybody have any idea what is going wrong or a suggested workaround?

Any idea why the messages are not entirely copying, or why the count may
be incorrect?
