Mpeg2 Video and Powerpoint 2003

My company uses Powerpoint 2000 and creating slides using mpeg2 has been a questionable. Sometimes the video will play as planned but it is not reliable.

Is Powerpoint 2003 the newest version and will it give me a better performing presentation?

I use DVD video with out a hitch for city counsel presentations, but I have a client who insists on a Powerpoint presentation for the next one.
