MPP shouldn't allow 0d milestones on resource calendar holidays.

In MS Project, please do not allow 0d milestones to fall on days marked as
holidays in resource calendars. Currently they do... this renders milestones
useless as some of the most important project checkpoints fall on days when
the office is closed!

Well if there is no Work on the task then it does not matter when it
happens. If it does matter and there is work to be done by the resource on
the milestone then it is not 0 days duration and should not be a milestone.

Give it a 1 min duration and mark the (to be inserted) milestone column as
"Yes"

Resource calendars should be a refinement of the project calendar, not the
default for a task. You probably have not defined a project calendar that
includes your holidays. You should modify the standard calendar to include
all of your holidays or create and apply a project calendar that includes
them. Display the field Task Calendar and select the appropriate calendar for
the milestones in question and they should not be scheduled on a holiday.
