MS Access Macro Security

When I open an MDB in Office 2003, I get a security warning that "This file
may not be safe if it contains code..." and asks if I want to open this file
or cancel. To eliminate this message, MS says to go to Tools-Macro-Security
and change the security level. However, in my Tools-Macro menu, Security
does not show up (grayed-out or otherwise). How can I change set the
security level and why doesn't that menu option show?

It's possible that the setting may be controlled by a Group Policy.
