MS Outlook 2002's COM Addin is not work under domain user

I tried to grant local admin right to the domain user in
order to add "COM Addin" in Outlook XP, that is ok! But I
removed local admin right from the domain user, the domain
user cannot use "COM Addin" function in Outlook XP. What
should I do?

Why add admin rights in the first place? A power user can install an
Outlook COM addin unless it's being installed in the HKLM hive of the
registry instead of in the HKCU hive.
