MSOE.DLL could not be loaded

I was deleating some programs and files and must have
deleted a file or program with MSOE.DLL and now my Outlook
will not open due to the missing file. How do I get this
back?

go to control panel, add/remove progams. Then click on Microsoft Office (or Outlook, if thats all you loaded) and click repair. You will need original CD

Reinstall Outlook Express.
