.MST doesn't work as defined

Hi,

I'm using the Office Resource Kit for 2003 to create an
MST. What I need to create is an MST that removes all
old Office components EXCEPT Access 97, and installs all
components except Access 2003 and Publisher 2003. Seems
easy enough, and in fact the Publisher part isn't giving
me trouble.

I use the CIW, and tell it to "remove all" except under
Access-- I select it and uncheck Access 97. On the
components I want installed, I unselect Access 2003 and
Publisher 2003. I choose to use the default values and
migrate user settings rather than a defined OPS, and I
don't change any Office settings either. When the list
comes up to show what will be installed, Access and
Publisher are not listed, and are instead in the "not
installed" tab as they should be.

Yet when I run the setup and transform, it 1) preserves
Access 97 (correct behavior) 2) installs Access 2003
(incorrect behavior) and 3) doesn't install Publisher
(correct behavior).

Any help would be greatly appreciated.

Some more information...

I went through the CIW again, but this time on page 7
(Set Feature Installation states) for Access I
selected "Do not migrate previous installation state" and
saved it. When I ran and tested this MST, it did NOT
install Access, but it wiped out the file associations
for Access 97, and I had to manually reinstall.

I went through the CIW again, but this time on page 7
