MST override, when upgrading Office

Background: Tried to apply new MST with additional
options configured when "upgrading" from Office XP to
Office 2003. (Enterprise)

When you build a transform, you select what options you
want to be installed. If you use this transfrom when
upgrading Office, old MST options (somehow cached) will
still be applied to the new installation.
My old installation point had a transform that did not
include Outlook. Hence, Outlook will not show up even
though the new transform tells it to.

Question: How do I get a new transform to override
existing transform options, when "upgrading" Office?

By default, when O2k3 installs it honors the existing "Feature Installation
State" of components already installed on the system - thus the behavior is
as designed. Go back into the Custom Installation Wizard and on the Set
Feature Installation States screen, select the checkbox on the right hand
side of the tool labelled "Do Not Migrate Previous Installation State" -
this will override the default setting that is preventing your Outlook
install.

I already tried that, and had problems getting it to
work. I'll just use CMWs if I can't find another solution.
