Multipart / Alternative with Outlook (2000)

Is there any way to send Multipart/Alternative email with Outlook, or do I
need to obtain a special program to do this? I've been tinkering around
with Outlook 2000 and it doesn't look like it's going to work.

Also, is there any way to directly edit the HTML of an outgoing Outlook
2000 message? When I insert the contents of an .htm file, Outlook appears
to strip out some of the tags (most notably bgcolor and some text
formatting).
