I am having problems when viewing my website in different
displays. It looks perfectly fine in 1024 x 768. When I
view it in 700 x 600 I need to scroll right and left to
view the whole page. Also when I view it in 700 x 600
text and pictures that were perfectly aligned in 1024 x
768 are not aligned at all. Is there some type of auto
adjustment? Thanks in advance for your help.

No. The content of your site fits into the browser it is
viewed from - and to its width and height of course. You
can't change another's settings.
You can write your pages for a lower pixel number (I don't
mean 1024x768, but 800x600 or similar). There will be some
unused space left, but the page style stays.

No auto adjustment per se, but design your page using tables- set the cells
to percentages and align there. The tables and cells will adjust
accordingly to screen resolution. Place your images into the cells and work
from there
