Entourage is sending the same message sometimes up to 20 times...once a minute. Why the he@#?

Is it doing this for ALL messages or just for a specific one? How many
addressees are in the address list? Is the message going successfully to any
of them? Are any of them causing the send to fail? How often does your "Send
& Receive All" schedule run?
